Difference Between India PCC vs RCMP Criminal Record Check for Canada Immigration

If you are applying for Canadian immigration from India, you may come across two different documents during the process:

Although both documents relate to criminal background checks, they are issued by different countries and used for different purposes.

This guide explains the difference between an India PCC and an RCMP Criminal Record Check, and when each one may be required for Canadian immigration.

What Is an India Police Clearance Certificate (PCC)?

An India Police Clearance Certificate (PCC) is a document issued by Indian authorities confirming whether an individual has a criminal record in India.

In most cases, Indian PCCs are issued through:

  • Passport Seva Kendra (PSK)
  • Indian Passport Office
  • Local police authorities
  • Indian consulates or embassies abroad

For Canadian immigration, IRCC commonly requests an India PCC from applicants who have lived in India for six months or longer after the age of 18.

An India PCC only checks criminal records within India.

What Is an RCMP Certified Criminal Record Check?

An RCMP Certified Criminal Record Check is a fingerprint-based criminal background check issued by the Royal Canadian Mounted Police (RCMP) in Canada.

Unlike an India PCC, this check is based on fingerprints and searches Canadian criminal record databases through the RCMP’s CCRTIS system.

This type of check is commonly requested if:

  • You previously lived in Canada
  • You worked or studied in Canada
  • IRCC specifically requests fingerprints
  • You are applying for Canadian citizenship

You need a Canadian police certificate for immigration or employment purposes.

When Does IRCC Request an RCMP Criminal Record Check?

IRCC may request an RCMP fingerprint-based background check if:

  • You previously lived in Canada for six months or longer
  • Your name and date of birth match someone in Canadian databases
  • Additional background verification is required
  • You previously held a Canadian visa, permit, or status
  • You are applying for citizenship or permanent residence

In some cases, IRCC sends an official fingerprint request letter during processing.

Can You Get RCMP Fingerprints While Living in India?

If you are living in India and require an RCMP Certified Criminal Record Check for a Canadian immigration application, you will need to have your fingerprints taken locally in India and send your documents to an RCMP-accredited fingerprinting agency in Canada for processing and electronic submission to the RCMP.

Fingerprints can usually be completed at:

  • Local police stations
  • Fingerprinting agencies
  • Forensic laboratories

Once completed, the fingerprint card and supporting documents are mailed to Canada, where the fingerprints are digitized and electronically submitted to the RCMP.

Common Mistakes Applicants Make

One of the most common misunderstandings is assuming that an India PCC can replace an RCMP Criminal Record Check.

These are two separate documents issued by different countries.

  • Waiting until the last minute after receiving an IRCC request
